Hi Janet, tail set:- this for us means the position the tail is set on the body, ie, the tail coming off the spine. The tail set can be too low which is usually associated with an upright pelvis, associated with stilted hind movement.
tail carriage:- this means the height of the tail carried on the dog, ie as you said, flat on the back or carried tea-pot. The carriage does not affect the movement, but tail set does.
